From New Babbage Department of Records and Archives

Built by Dr. Dinosaur, with much of the siphoned power from the Clockhaven Plant redirected and stored to it. This device hovers somewhere over New Babbage in the clouds. It's not certian yet what it is for, but it left a smoking crater in front of Cuffs until the city works dept. repaired the cobbles.
